Project Background Introduction
Golden-audit project is the shortened form of Audit Information System Construction Project and is one of 12 key business systems specified in Guiding Opinion of National Informatization Leading Group on E-government Construction in China.
The objectives of the Golden-audit project are: within 5 years, to construct an information system that can implement close tracking of financial information systems and related electronic data of departments such as finance, banking, taxation and custom key state-owned enterprises and institutions, and effective supervision of the truthfulness, legitimacy and benefits of financial revenue and expenditure; establish a brand-new information-based audit mode -- ¡±budget tracking + networked checking¡±; gradually transform the single post audit into the combination of concurrent audit with post audit, transform the single static audit into the combination of dynamic audit with static audit, and transform the single on-site audit into the combination of on-site audit with remote audit; strengthen the ability of audit authorities in checking errors, rectifying frauds, standardizing management, disclosing corruption and fighting against crimes in the computer environment; enable audit authorities to maintain the economic order, promote the building of a government of probity and high efficiency, and better fulfill their legitimate audit monitoring and supervision responsibilities; set up an entrust government public network and highly efficient, practical and dedicated audit network to connect with audit authorities and auditees throughout the country; develop a number of application software that can meet the audit requirements and improve continuously in the course of application; set up a database group to provide effective information for audit business, decision-making, the government and the society; deploy a number of cheap and practical computer equipment; and cultivate a new-type force competent for audit informatization.
Project Content
The construction of the Golden-audit project includes the construction of the network and software/hardware of the application system. The construction of the application software includes:

The audit management system platform is the integration and development platform of the audit management system. It can implement data exchange and resources sharing of the audit management system, provide unified identity authentication and authority management, and support the implementation of the functions of various application software;
£¨2£©Document management software
The document management system mainly accomplishes related work in the document circulation area, including document drafting, signing and approving, document receiving management, document sending management, filing management, individual office work and system setup.
To provide rational classification and storage of document and non-document information, and provide users with convenient, rapid and practical query function;
£¨3£©Audit plan management software
To accomplish mainly the formulation, issuance, execution condition check and plan summarization of annual audit project plans of audit authorities;
£¨4£©Audit statistics management software
To accomplish mainly the statistics, statements, query and analysis of audit project achievements specified in the audit plan;
£¨5£©File management software
To accomplish mainly the setup, storage, query and management of audit files, administrative files, construction files and financial files;
£¨6£©Human resources database and management software
To accomplish mainly the human resources management work of personnel and related departments; To provide entry, statistics, and analysis of the management information, statements and authority allocation; To gradually realize informatization, standardized and scientific personnel management;

To accomplish mainly the construction of contents such as basic introduction, financial statements, special economic businesses and audit records of the unit to be audited so as to enable the audit authority to completely understand the overall condition of the unit to be audited and provide the basis for various audit decision-making;
£¨8£©Audit expert experience warehouse and management software
To accomplish mainly the collection, trimming, exhibition and utilization of audit expert experiences and provide audit expert experiences for audit staff and application software;
£¨9£©Laws, rules and regulations database and management software
To accomplish mainly the collection, trimming, edition, query and replication of common audit laws, rules and regulations and provide audit staff with support in terms of audit laws, rules and regulations.
Effectiveness
The audit management system under application and construction is a concrete application of the series of ResourceOne products (hereafter called R1) in the National Audit Office. It adopts the ¡°Overall-Separate-Overall¡± project construction mode originally developed by Chinasoft International. Chinasoft International and other developers, based on R1 platform, participated in the development of all application software and successfully implemented the integration, deployment and application of the large system. ResourceOne addresses many problems in the audit management system of the Golden-audit project, including data exchange, resources sharing, and provides unified identity authentication, authority management, centralized application management, and interface integration.
The application of R1 platform provides integrated management tools and application construction standards for the construction of the audit management system of the Golden-audit project, avoids repeated construction of a number of common functions, and save a lot of construction capital for National Audit Office. On November 15, 2005, the completion inspection and acceptance ceremony of Golden-Audit Project Phase 1 organized by State Development and Reform Commission was held in the multi-function hall of the National Audit Office. This project is the first Golden project in the state e-government platform that has passed inspection and acceptance. With the construction of Golden-Audit Project Phase 1, the audit sector has developed a number of basic business support applications based on ResourceOne.
